			<content:encoded><![CDATA[<p>The second annual Access to HE Summit &#8216;Access to Higher Education: the Bottom Line&#8217; on 28 November 2011, held at the Woburn Conference Centre organised by Action on Access and Universities UK explored different perspectives on what is, or is not, the bottom line for widening participation and access, and HE&#8217;s contribution to social mobility.  Keynote speaker Eric Thomas comprehensively set out a policy perspective and context reminding us of the importance of the higher education to the growth of the economy but also clearly that all education is a public good, an important mechanism for increasing social mobility, and needs to encompass the best individuals from all sectors of society; he stressed the diversity of the HE offer, the the risks of the current government HE reforms, and and the growing importance of part-time and mature study. Mary Curnock Cook with the as yet not fully complete UCAS information nevertheless gave us a clear and current picture of applications and admissions and some of the apparent effects on access, widening participation and inclusion agenda. Joan Mahoney from the HEA cemented the presentations within an analysis and demonstration of the legacy information and resources now available on the HEA site from various recently ended HEFCE funded programmes such as Aimhigher and Aimhigher Associates, as well as the work funded by HEFCE that AonA produced for HEFCE over the last six years, and the ongoing work AonA is doing with the HEA and the Paul Hamlyn foundation on themes of student belonging, engagement and Student Retention &#8216;What Works?&#8221;.</p>

<p>Alan Milburn’s presentation and his answers to questions caught the positive yet challenging tone of the summit and as last year received sustained applause. He stressed what he, as an independent Reviewer, and the Commission identified as crucial &#8211; for government; for universities; and for the various access and WP organisations attend that work in the sector. He was not shy about stressing the vigorous and active role that the Universities and HE sector had to play, stressing that they/it should not wait for government policy and support but should get on with what it knows works best. As elsewhere at the summit he reiterated the need for evidence of the effect and impact of the work we do and should be doing. He also strongly encouraged Higher Education Institutions to find ways to find ways to speak to government and media with one voice on widening participation and access issues. The discussion groups and afternoon gave delegates an interesting economic perspective and a wide debate to and with a strong panel of OFFA, the NUS, GuildHE and the Open University. The whole summit clearly reinforced the importance of the things we do that ensure that all those who wish to, should be enabled and supported to access and benefit from the higher education.</p>

			<content:encoded><![CDATA[<p>You doubtless already know that OFFA published its guidance (and some useful Q&amp;As) on the next round of Access Agreements for 2013/14 but here is a quick link: <a href="http://www.offa.org.uk/publications/">http://www.offa.org.uk/publications/</a> . OFFA&#8217;s guiding principle has been to make as few changes as necessary to the previous guidance but the addition of part-time students (those charged over £4,500 in an academic year), and initial teacher training students will be a new challenge.</p>
<p>The agreements will give the opportunity to develop and expand on plans for collaborative outreach and, although not as clearly expressed, on student retention and success which will give practitioners an additional opportunity to highlight the access and participation priorities and practice both internally and externally to their institution.</p>
<p>We would encourage and advise practitioners to refer to the free resources on our Action on Access website (OFFA has indicated their usefulness by citing these in their guidance) as part of the preparation of institutional Access Agreements  &#8211; the &#8216;Higher Education Progression Framework&#8217;, the report &#8217;Building Student engagement and belonging&#8230;&#8217; (and Briefings) from the Paul Hamlyn Retention (What Works?) programme, our &#8216;Social Mobility through Briefings&#8217; series, as well as our &#8216;Review of Widening Participation Strategic Assessments&#8217; still useful though pre-Access Agreements.</p>
